Yes, they do. Here is a blurb from the FAQ: Can I Book Government Rates Online?
Yes. Government rates can be booked online for Government employees on individual (non-group) government business-related travel. The eligible employees are U.S. Federal and State employees, National Government employees, active military personnel, Amtrak employees and Canadian Provincial employees. You will be required to provide the appropriate identification at check in. Please note that only one room can be booked per government employee.
They also offer discounts for teachers, nurses, AAA and AARP. A helpful hint: we booked straight through Westin Hotels rather than Disney because we were able to get a better price. The hotel is owned by Westin and is a Starwood Hotel. Even if you book through Westin you get the Disney perks of the Magic Express and extended park hours. You just can't get the dining plan. We enjoyed our stay at the Swan.

I wasn't trying to sound arrogant with the capital NOT. Just wanted to make sure the OP knew about ME. I read it later, and it seemed like their was a "tone" in there that I didn't intend.
Jennasis, it can't hurt anything to call the resort to see if you are eligible. The worst that can happen is they say no. As previously posted, I would go directly through Westin rather than Disney.
