Well for WORST dressed & tressed, I can definitely choose Vanessa Williams. 
She actually said it was a wig. (Thank God.)
Then she went on to say how she didn't want to get a stylist so she plopped on that dredful wig that must have gotten stuck in a light socket.
Vanessa, no matter what the cost or trouble: Get a hair stylist!!!
Sienna Miller comes in as a close second with that braid wrapped around her head, looking like a snake crawled onto her head.
As for best dressed, there was one woman who was dressed up in a soft, cream color gown that wrapped around her hips & butt, then flowed freely around the legs. When she turned sideways and I saw the outline of her boot-tay, I went WOW! (And I'm a gal.) For me to notice another gal's boot-tay like that, it had to be some gown highlighting her curves.
I can't remember who it was, maybe Emily Blunt? I haven't seen any pictures of this dress since.
