Know that WDW bases their hours according to expected crowd attendance. Does DL do the same thing?

We'll be in LA from 2/9-2/13. Hours for DL are Wed & Thurs 10-8, Fri 9-11 & Sat 8-midnight.

When should I go? Going with my mother (65 yo) who doesn't particularly enjoy rides.

DL is generally open late all weekends because of the large local customer base and large amount of AP holders. Also, that weekend is for many schools a 3-day weekend, so you can expect larger crowds. I would avoid Saturday. Friday might be ok and if Fantasmic interests you (DL's is much better than the WDW version) you'd need to go on a Friday or Saturday.

And I though I was crazy, just back from an early Dec WDW trip and I'm going to DL next weekend. But then again, I am a DL AP holder so we make frequent trips there.

Yes Disneyland tries to anticipate expected crowds too. And just like WDW, your best days will be midweek. If you are planning to also go to California Adventure, the Aladdin show is a must see, but keep in mind it doesn't run on Wednesdays. And if you want to see Fantasmic, it is only run on the weekends. There's payoff either way. Less crowds midweek, but more shows on the weekends.
