Hoping to find information about Motorized Scooters on this Thread........
The DIS is always so helpful.
She wants me to find out if we can reserve one in advance for our upcoming February vacation....

You can only reserve ECVs/Scooters in advance from third parties outside of Disney (who will deliver and pick up). There's a sticky of the places that do this.

The ECVs in the parks are first come-first served. Given that you're going in February/peak season, I recommend going with a third party reservation to ensure you get one.
