Can you use Disney gift cards at Shula's or Il Mulino. Or charge it back to your room?

No I don't believe so. I am sure you can not charge to your Disney hotel room and nearly certain about the Gift Cards

No you can't, we stayed at the Dolphin last visit and you can't use Disney gift cards anywhere on their property.
