Correct - the structure itself is entirely taken up by a bar with shutters that open up. So if you are sitting at the bar, you are under the eaves, but only the bartender is inside the Summerhouse.
It's fairly public - halfway between the main pool and the theme pool - but every time I've been there it wasn't exactly bustling (especially in the middle of the day, when most people are at the parks). The weather's a tough call. It seems like you hear reports of all kinds of different weather in Florida in December. It's *supposed* to be nice then, but then you hear the horror story about it being freezing out - this is not helping you, I'm sure!
