Getting to the port?

Hello all. We're booked for our first Disney cruise (and first cruise with kids) in February and I'm starting to think about logistics. We don't have flights yet so not sure if flying into FLL or MIA. We plan to get in the day before and stay overnight at a hotel. My daughter will be just shy of 3 so I'm wondering about carseats? Since she's too small for a booster and I don't want to bring her carseat, what are our options for getting to the hotel and then to the port the next day? I'm not fanatical and if we have to go by taxi without one, I think I'd be ok but what do others do in this situation? Will an Uber take us without a seat? Thanks!

The car seat law in Florida requires any transportation that's basically a "car" to use car seats for those children required to have them. That said, buses don't require car seats, if you can find a shuttle bus that would take you from airport to hotel and hotel to port.
