I'm sorry that this happened to you. Your TA may not be returning phone calls if she is on vacation herself (just trying to rationalize here). I would definitely try to speak to another TA in the office if there are any and try to get an answer.

Unfortunately, if they dropped the ball and did not book DME for you, it's too late to book it. DME reservations need to be made 30 days prior to arrival. Since your TA may have dropped the ball here, I would be pretty angry and I would insist that they arrange for alternate transportaion at their own cost (but that's me, I can get pretty assertive when someone doesn't provide the service that I paid for). There are plenty of towncar services and shuttles that go to WDW resorts. They should be able to hook you up.
 
For what it's worth, we took ME last November and had never received our tags. Well, actually, that's not entirely true--we did receive our tags--3 weeks after returning home from our trip!!!

It really was not a problem. We went to the ME desk, told them what luggage we had, got on the bus, checked in and our luggage arrived a few hours later--no problems at all.

You don't need to book at least 30 days out. You can book right up to departure, but you won't get any luggage tags or info packet. I booked DME for a last minute trip about 5 days before we traveled. Yes, we did only carryon luggage but it would have been fine even if we had checked luggage. We would have just gone to baggage claim and retrieved it ourselves and brought it to the DME desk and had it put underneath the bus.
DME is for every single person who books a room at WDW. You are entitled to it....call the TA office and get someone there to book it for you.
 
Just to update my situation - My TA just emailed me, Disney sent out replacement tags to her via UPS and she is now sending them to me. I should have them early next week.
