Getting from Universal to Disney...or vice versa

A group of 3 or 4 19 yr old girls are looking to stay in orlando to do the traditional disney/seaworld/ioa/universal trip.

now..problems. the ideal situation would be to stay somewhere offsite (I work for a hotel and can get them $30 room rates per nights) and rent a car and drive to all of these places. Unfortunately, as I said, my daughter is only 19 and none of her friends eligible to rent a car.
So they were considering forgoing my hotel help, and staying onsite at either universal or disney, swallowing the expense, and using either the disney bus system or walking to the universal parks. However, they wish to go to BOTH universal parks and ideally hollywood studios/magic kingdom. Should they just stay at one site, and on the days they want to go to the other parks, use a shuttle like this Mears thing people talk about/taxi...and if so, would it be better/more economical to stay onsite at disney OR at universal? (they're probably interested in spending more days at universal)
OR does it make the most sense to stay onsite at disney during the days they want to go there, and then hotel transfer to universal and stay there during the days they want to go there? Also, what about sea world?

It would be more economical to stay onsite at Disney since all Loew's hotels are deluxe and pretty expensive. Disney hotels do not offer transfers to any off site park...Sea World included but Universal does offer a shuttle to Sea World. If they stay onsite at Disney, I would use Mears but they would have to make a reservation 24 hours in advance.

But...if they want to spend more time at Universal, pay the extra money and stay onsite there and they would get FOTL access during their stay.
