Let's say I'm in DCA with my family, and I want FP for Star Tours, do all the group need to go with me to DL and back? Or can I take their tickets, jump to DL, get the FP and then come back? :confused3

As long as their tickets have been activated in ONE of the parks (either DCA or DL) for the day, one person can take all of the tickets to the other park and use them to get FP's.

DL must be different than WDW. In Walt Disney World, the ticket must be used at the entrance gate of that park to get a fastpass there. I was in Magic Kingdom with my sister and kids- but I had my DH's ticket (he was sick in bed that day) When I pulled out the stacke of tickets for fastpasses (I was holding all of our tickets that day) I got a message printed out of the machine that the ticket was not scanned for entry to the park and could not be used for a fastpass.

Sounds like in the example you've given, your husband's ticket was NOT activated since he was sick that day. The same would have happened at Disneyland. If your husband had gone to the parks that morning, but then left, then you would have been able to still get FP's with his ticket.

ARe fast passes across the parks linked, i.e.: can I have a fast pass in both parks at the same time?

The two parks are NOT connected so you can grabs FP's for each park. One of the great advantages of parkhopping.

The two parks are not linked. This is why hoppers are often more desired at DLR than at WDW.

Plus you can cross to DCA, get a FP, and come back to DL in less time than it takes to ride Peter Pan Flight. :)
