while pursuing filters, i like some of the effects ( like the fog" ish" one i accidentally got when i put on the newly cleaned uv filter and it got foggy..oops) and i was wondering if there is a reason to use a specialty filter vs doing it in a photoshop type program...or any filters( other than maybe polarizer) you can't duplicate via software( especially taking into account i am photo program software impaired/challanged)

I prefer to do such things via software, that way I have the pic normal or with the chosen effect, I'm also an old school photographer who doesn't believe in filters to protect lenses, since any additional piece of glass between camera and subject degrades the image..

choose 8 pics, do auto levels on each. You will probably like the effect on some or most. Maybe none. But chances are that you will not like what it does every time. That is what you get when you let a program make decisions. for something like a blurr it may look good on all of the pics. The amount of change that a program is designed to complete affects how varied the results can be.

why let the program make the decisions, control the program and the amount of change to your pics...
