If you haven't built any new refineries in years, won't open the coast line for exploration, have speculators "helping" and the citizens who will still buy fuel inefficient vehicles then yes that does not help "lower" gas prices. I drive a Forestor that gets good gas mileage. It is 8 years old and still in good shape. I could trade/sell it and get a Yukon or Expedition if I wanted to. However, the next vehicle purchase I make will be the Hybrid Highlander. DH owns 2 trucks that don't get the best gas mileage but due to his work he prefers those trucks. That was his choice to make. He generally travels 2 weeks out of the month and our gas bill has gone up quite a bit. However, we still do not pay the prices that people in Europe pay for gas. Ever noticed the normal size of their vehicles???????
Some people that bought the bigger SUV's years ago cannot sell or trade them since they would probably be upside down with them. A friend at church keeps asking me when I am going to sell my car to her. She has a Suburban and also a Yukon. YIKES on that gas budget.
