I'm not sure about the balcony but the deluxe rooms have a king bed and sleeper sofa and are located in the "bend" of the south garden wing. I believe there are only three deluxe rooms in the garden wing.

None of the garden wing rooms have balconies. The first floor rooms have patios and the second and third floor rooms' windows open, but there is no balcony to step onto. If you want a balcony, you would need to book a tower room. If you are ok with a patio, you could book garden wing and make 1st floor your only request, but it won't be guaranteed.
We were lucky enough to stay in the GW deluxe room on the 1st floor. It was an incredible room, soooo spacious!
We loved it and I'd book it again without hesitation.
We later transferred over to YC CL (Split stay), and even with Stormalong Bay, I kinda wished we had stayed at the CR.

That happened to us in 2011. There are only 3 of those rooms. For us it was there were cleaning the windows in that section the day we arrived so they upgraded us to a MKV atrium cl room.
Since then I need cl at least once a year.
