Garden grill seating for 6

At Garden Grill are parties of 6 always sat on the lower tier? It looks like the upper tier from photos were all 4 tops but the booths were set for 4, 5, 6.

Larger parties can sit on the top tier also. They take the tables and turn them sideways. Some people then sit with their backs to the lower tier and the other side faces the lower tier.
