How does one get a GAC card at Disneyland?

The process is the same as at WDW or at least it was. We haven't been to DL since 2003. Go to guest relations.

You can get them at City Hall in DL and can use it in DL. All the attractions in DCA are Handicapped Accessible so you will not need them in DCA, or they will not honor them.
