I disagree. IMHO if that drainage issue was easily solved, that land would have been built on a long time ago. The Contenmporary has existing infastructure already in place and Disney has already successfully used that model by building SSR, BCV and VWL.
When talking about a monorail location we too often think of only the area by the MK. There is a huge stretch of vacant land along the EPCOT to the TTC that could be developed as a DVC resort. But I still lean toward the use of existing property.
