Do the point values change over time??? If I became a DVCer, will it "cost" me more points in the future to stay at the BWV or do the values remain constant for the life of the contract?

The short answer is no, the points will not change.

The more detailed answer is that the points for a resort cannot change. That means they can redistribute the points for a resort but they cannot raise them across the board. If they decide to make one season or room type more points they have to lower the points somewhere else.

In the almost 10 years we have been members they have only redistributed once that I remember and that is when they added the different views to the Boardwalk resort. Even then I don't know if they raised points for the Boardwalk view, but I do know that the made another category for Standard View that offered those rooms for less points.

DVC has also redistributed the points for Old Key West. Once. As I recall the change was subtle and did not effect our vacation plans (although some members raised a fuss about the change). If you are interested, I could probably dig up the old point charts and do a comparison.

The only thing that changes are:

The original purchase price
The maintenance fees
The number of points needed for a "NEW DVC property" stay

Keep in mind that the seasons shift too, especially for Easter and other movable holidays.

So a week April 4-11 might be X number of points one year, and Y number of points the following year. But as the season shifts to higher points for some days, other days will lower their points.

Not a big deal, but if you're looking at a specific week year vs year, it could be affected by seasonal date chages.

BWV originally had only one point chart (same as Preferred View), but very early in the sales process (actually, I think it happened when sales began) they created two views - Standard and Preferred - each with it's own point chart. Recently, they further clarified the situation by making BW View a guaranteed category just like Standard View- however the point chart was not changed. Since BWV opened in 1996, there has never been a reallocation of the points needed for reservations.

OKW is a different story - it has had a revision of the original point charts in 1996 where some nights went up, some went down and some didn't change at all.

Here is the DVC point chart for OKW from 1991 - 1995. In 1996, the current point chart began and is still valid at least thru 2007 ( and 2008 should be coming out soon). The greatest changes were for Adventure Season, where all room types increased. All other seasons saw little or no change on weekdays, but larger decreases on weekends for all room types.

Points listed are for Studio, 1BR, 2BR, GV (weekday/weekend) respectively:

Adventure Season: 7/17 , 14/35 , 19/47 , 31/77

Choice Season: 8/21 , 17/42 , 23/57 , 37/92

Dream Season: 10/25 , 20/50 , 27/67 , 45/112

Magic Season: 11/28 , 23/57 , 31/77 , 52/130

Premier Season: 15/38 , 31/77 , 42/105 , 68/170

Current point needs:

Adventure: 8/20 , 16/40 , 22/54 , 36/88

Choice: 8/21 , 18/41 , 24/56 , 38/91

Dream: 10/24 , 20/48 , 27/64 , 45/107

Magic: 11/27 , 22/54 , 30/73 , 51/123

Premier: 15/36 , 30/73 , 41/100 , 66/162

An example:

In Adventure Season (Jan and other low-season times), you need 22 points for a Fri night BCV studio. You'd need 29 points for the same studio during Dream Season (May and other mid-season times.)

Disney can't just raise the point/night rates to 25 and 30. But it can redistribute the points and charge 24 points for adventure season and 27 points for dream season. Such a redistribution isn't a point increase, but it will sure feel like one to a family that goes the same week in January every year.

Such re-alignments won't be common. But they have done it once in the past and could always do it again. However, they did it back in the early days. With many more resorts any change would be much more complicated today. Most people on this forum think another significant re-alignment is unlikely. I'm an oddball who thinks Disney will make a move due to relieve the heavy demand for certain peak times.
