Funnel Cake at Epcot

Reading the FAQ Thread, it states that a funnel cake would be an exclusion from the "snack" credit.

Since they have no "child's" menu would you be able to use a child Counter Service credit instead? Do carts qualify as CS locations?

What other locations, beside the ones listed in the FAQ sticky thread, do not have childrens menus. According to the disboards menu page the Lotus Blossom in Epcot WS China doesn't. Has anybody used a CS child credit at Lotus?

Its not a meal with a beverage, entree, and dessert. Its just a booth where they make funnel cakes and sell soda. Just pay OOP if you want one.

Not all items under $4 will be snack items at Disney, and snack items seem to evolve. When it first became popular the only items on the snack menu for the DDP was a scoop of popcorn, bottle of soda/water, ice cream, piece of fruit, or bag of chips. The addition of pastries and other goodies (like a Dole Whip) happened in mid 2006.
 
I know funnel cakes in the MK are covered as a snack at I think it is called sleepy Hollow but you can only get the one with powdered sugar. the one with toppings like strawberries or cherry's wasn't covered.

Funnel Cakes in Epcot are more than $4 so I suspect that is the reason they aren't covered. Regular funnel cake in MK is less than $4 so it's covered. With fruit it's more than $4 so no go. Disney seems to be pretty consistent with the under $4 thing now. Of course that isn't really a good thing because the easiest way for locations to exclude items from the plan would be to raise prices. We love getting a $3.99 Strawberry and Cream smoothie at the Main St Bakery with a snack credit.....I'd hate to see it go up to $4.09.
