Full Capacity

I was wondering, when parks reach near capacity firstly is it true that on site guests are still allowed in?
Are AP holders still allowed in?

WDW has "phased closures" depending on how full they are. Here is a link describing the process http://www.wdwmagic.com/park-closing-phases.htm

AP holders are among the last still allowed in, but there is such a thing as complete closure where no else is admitted in.

AP holders and onsite guests are allowed in (assuming they arrive via Disney transportation) up to stage 3 closing. At stage 4 nobody gets in.
