FTP only for certain types of rooms?

A friend told me that she couldn't get FTP for "home away from home" condos or suites. Has anyone else run into that limitation or had a different experience? (She was hoping to stay at Wilderness Lodge or the Villas.)

There were only a certain number of rooms set aside for the package. Maybe it was that they were just sold out of those she asked about because I'm sure I've seen people say they were staying at WL.
