FTP for all ?

Do you think they will offer the 7 for 4 deal FTP for everyone eventually? Or do you think it will only be offered to Disney Visa holders? I was planning a March trip (our spring break), but I would love to do the FTP if it is offered... I would even be willing to go in the summer if it is offered!!! That is really saying something!! So, has anyone heard anything, or even have an idea??? TIA
