From POR to Universal

We are staying at Port Orleans Riverside. What is the cheapest way for three people to get to Universal and back from there? Disney doesn't allow outside buses to places does it? I know the town cars go but that is $60.00 for three people plus tip! Would a cab be cheaper? Or can we go to one of the Downtown Disney hotels and make reservations to take a shuttle from there?

Any help would be appreciated. Thanks.
