Free Valet with Club Level?

I'm curious - what are these levels of VIP status and how do you get them?

I e-mailed WDW guest communications and they have never heard of VIP status I, II, or III. I also did a search on the WDW website, and nothing comes up. Given that no one at Disney has heard of this, it would be nice to get some info on what this poster is referring to.

1) Comunications would not have such info.
2) It is also not on the website, as it is not public.
3) It is in the resort Guest Services Manual.
