Free parking area near Phila Airport

A while ago I had heard on the news that since the police were not allowing cars to wait on the ramp near the airport for their parties incoming flights a short term parking lot had been established. It is not at the airport, but somewhere off the roadway prior to arriving at the airport.
Does anyone know where it is? Is it marked as you are driving to the airport?

From Philly.com:

The lot is located on Bartram Avenue next to the southbound I-95 exit ramp for Cargo City.

The lot is marked only by two small green-and-white signs on Bartram Avenue, one across the street, the other just before the lot entrance along Bartram, just past the entrance for I-95 south.
