Free Disney Dining Plan Question

Does anyone know the historic dates that WDW offers the free dining plan?

I see that it is available in the fall. We won't be able to go this year but plan to go next year. Just trying to anticipate the timing of the promotion for 2013 and when Disney will start communicating the offer.
