I'm sure I know the answer to this but does free dinning in September pertain to DVC members? The promo does say "ALL" guests arriving in September get free dinning.

The special offer on the Disney website says:

Get a FREE dining plan when you purchase a non-discounted 5-night/6-day Magic Your Way room and ticket package at select Disney Resort hotels.

Offer valid for arrivals the following dates:
September 2 through September 25, 2013

All guests at any time of the year can get free dinning. "It's a Small World" comes to mind...

Definition of "dinned, dinning, dins" from thefreedictionary:
1. To stun with deafening noise.
2. To instill by wearying repetition
 

Of course DVC members can get free dining as long as they adhere to the requirements. Book a full rack rate room at one of the resorts and add the required theme park admission and you can get free dining.

Using your points does not constitute paying full rack rate but you can purchase a hotel room or a DVC room through CRO paying rack rate and get free dining.

Once you purchase DVC, you have discounted accommodations and do not quality for free dining on points usage.

If you're staying at a DVC resort you aren't a "guest" of Disney per say. You're either an owner or are a "guest" of the points owner.;)

DVC and the Disney hotels are two separate things.:)

And you might not be a guest of the points owner. You might be their customer. And still not entitled to free dining unless the owner decides to offer it.
 
It doesn't matter what the definition of "guest" is because the original quote is not accurate ( "ALL" guests arriving in September get free dinning). Even if you are reserving through CRO there's no guarantee you will get free dining for the resort you want. There are exclusions plus availability is limited.
