Sure, just stay in the DVC villa on points and make a cash reservation at a Value resort for the same time period. Then you get free dining with the value resort reservation.

You only get free dining with the purchase of a package from Disney - that includes the room at rack rate and tickets for every guest staying in the room.

Free dining is a way to fill the rooms during an otherwise slack time (kids back in school, hurricane season in its prime, etc).
