If I book a package now for september with dining and the free dining promotion comes out, will the dining portion of my reservation be subtracted ordo you have to rebook the whole thing?

And is this the best way to secure free dining if there are imited quantities available?

That is the best way to secure free dining if it is offered. If a promotion gets announced, you will just call and ask them to apply the code to your package. I have never had a trip completely paid for when I called to apply the code. I assume they credit your card or future trip.

Yes they will take off the price on your balance. Just call the morning it comes out and they will happily do it.

Yes, they will do this, but only if there is availability. Not ROOM availability, but promotion availability. Having a room already booked does not guarantee anything. They only have so many rooms allotted for each promotion and once applied, you can't get the deal, even if you are already booked there.

The best way to ensure that you get free dining is to call as soon as the booking window opens, regardless of whether or not you already have a package reservation booked to which you can add the free dining promotion.

If the free dining packages are already sold out for your resort on your dates, you'll need to change resorts or dates if you still want it, no matter whether you already have a resort reservation or not.
