is the free dining available everywhere? can you eat at a signature restaurant? we upgrated from the quick service to the regular - what are the restrictions?

Free dining is operationally exactly the same as paid dining. Yes, a signature restaurant will cost you 2 credits on free dining.
The only "restriction" you will experience is that if you are checking in during 2011, because you upgraded to the regular plan you won't be receiving a refillable mug as part of your dining plan (if you're checking in during 2012 you'll still get the mug).

Free dining is actually a free dining plan. You can eat at any restaurant that accepts the dining plan. Signature restaurants continue to require 2 Table service credits. (You get 1 CS credit and 1 TS credit per night, but they are all pooled together).
Free dining is a promotion that basically give you the dining plan "free". So you get the same dining as if you were to pay for it. You can pay to upgrade if you want. ( if you are staying ina value and get the free quick service, you can pay the difference and get the regular dining). You will need to use 2 table service credits for signature dining either way.
