Typically when is the free dining plan usually offered? Which months? Beginning/end of those months? Thanks

Traditionally, the main free dining promotion is from mid-August through September. Also known as "hurricane season".

In the last couple of years, however, WDW has offered free dining deals at other times of the tear as well, generally only having blackouts on the main holiday weekends. Some of these offers are public, some are private to Disney Visa holders, some are sent as individual PIN codes to mailing list (electronic or postal mail) subscribers.
