Did they run the free disney dining plan this past year? What time frame was it for? If they run it and I already made my ressies can I get the credit?
 
Not yet, for the general public.
For those for whom it was made available already, one group's dates were August 14 to the end of September; the other group's were August 30 to September 27.

IF it's available to the general public, and IF you already made your reservations, and IF you already paid in full, and IF there are 'promo' rooms available at your resort for all nights of your stay, then yes, you can call and switch your package to free dining and get 'credit', i.e. the money you paid for the dining plan back.
 
My wife and I honeymooned at WDW in August of 2006 and we received the free dining plan. They were offering it as a summer special. I have looked but have not seen it advertised (for free) since.

Since 2005, Disney has been offereing Free Dining during the last part of August until the end of September, give or take a few days. It has already been offered to UK visitors for this September and to those of us who were there at WDW during Free Dining this past September for the dates of August 30 - September 27 2008 as a bounceback. The free dining for this year should be announced during the first week of April, just as it has been the previous years. I can't imagine Disney wouldn't offer it again this year. Free Dining has been a brilliant plan on the part of Disney to fill the crowds during what was previously their slowest season, and hurrican season to boot. And then having the bounceback for free food while the free diners are there in the parks, on their Disney high, well I would call that pure marketing genius. We were there for Free Dining last year, and yes we did have fun, but we went for low crowds and there was definetly NOT low crowds during the week of Sept. 14 - 22. The Free Dining Secret is out! I hope Disney has rewarded the marketing genius who came up with Free Dining. I personally don't see it Free Dining ending anytime in the near future. Disney will always do what is best for there bottom line and free dining has been very, very good for there bottom line.

As far as booking now, you can go ahead and book and call back and have the Free Dining Code applied to your reservation when it comes out in April. But, there is no guarantee you won't have to rebook. Each resort is only allotted so many blocks of rooms.
 

Does anyone think that durning free dinning they will offer deluxe dinning for just the price difference between the two.

That's what they are already doing. Many of the people who did the bounceback offer paid the $32.00 per night difference for the deluxe DDP.
