Free Dining Plan question

What makes Disney exclude certain dates when they offer the dining plan free(or up to 40% off on rooms also)? I certainly understand holidays but the week we are coming in October is nothing.

Could be based on room bookings already in place. Also are you sure there is no events going on, like dancers, cheerleader or anything else? That may be another reason.
 
They base it on room occupancy and bookings.If they are already significantly booked for a time period, they black out those dates.The dates in October coincide with Columbus day weekend which also happens to be fall break for alot of schools .They don't offer discounts if they don't need to, and for the blackout dates they listed, they probably don't need to.
 
Those dates may be busier based on school "fall breaks," the holiday weekend for Columbus Day, Thanksgiving, and the very popular first week in December, all of which are excluded from the new offer. Free dining and room discounts are intended to fill up unbooked rooms; if they already have pretty good numbers booking for those dates they may feel they don't need to discount them. (Plus they may be able to encourage a lot of folks to add a day or two to their reservation to get the free dining)
