No, renting does not qualify for free dining.
Free dining is only available by booking a package with tickets through Disney Travel Company.

You can pay out of pocket through the owner for the DDP and have the owner that you rent from add it to your reservation.

Yes, if you book directly with WDW reservations under one of the "free" dining programs, the same as any other package reservation, then yes you can get "free" dining in a DVC unit.

Keep in mind, the "free" dining is in exchange for paying full rack rate for your room. This may be a benefit for moderate results, but depending on how many of you there are, may not be such a benefit on the deluxe villa resorts.

That being said, as mentioned, "free" dining is only available via cash reservations through Disney or approved Disney travel agent. DVC is not eligible for free dining.
