Free dining plan and discount resorts

Just wondering what time of the year Disney usually offers their free dining plan and when they usually have xx% of resorts.
Is it just the fall or do they do these specials in the spring as well?

Free dining has become more restrictive over the last few years as attendance has increased. I'm sure Disney's ultimate goal is to get rid of it altogether.

An offer just came out today for value resorts, but it is one free QS meal per person per day, and is for summer. Very unusual, and means anything could happen this fall. Very few dates are offered under the room bounceback for fall. It may be an indication that they no longer need steep discounts to fill rooms in the fall.

I saw that and wondered if it's a trial run to see how much they can dial back the free dining.
