"Free" Dining - Photopass?

According to this site, in order to book a "free" dining package, you have to buy a $100 Photopass book also:

Guests will also receive a 20 page Disney Photopass Photo Book included as part of their package at the special pre-order price of $99.95. The photo book must be included in the package, you cannot exclude it.

Is this still the case for the January 2012 dates? Is it true that you have to spend $100 on a photo book to get the dining package? That would certainly kill the deal for us.
