Since my question wasn't answered on the Free Dining thread hopefully I can get some insight over here...
Would it be easier to book a new package with the GP discount on wednesday at midnight then call later in the week cancelling the other - using the refunded money on the new reservation whenever I get it back (Oh if I do this, will I be able to book the DxDP and only pay the difference since we'll be at POP or will I have to book the QSDP and call to change it later?)

or just call and have them change my current reservation over the phone (we're adding a day at the beginning and upgrading to the DxDP?

I don't understand this question very well...

If you already have a package, then just call and ask them to apply the discount to your current package and then make your changes to it, do your upgrade and pay the difference between the quick service and deluxe dining plans.

If you don't have a package reservation already you will have to cancel it and rebook it. From what I'm reading you currently have a dining plan, so you'd already have a package. No need to cancel and rebook it.

have a package booked. However from previous experience I also know that I could be on hold up to 3 hours with Disney waiting because other people are also trying to book when it's released the general public. Seeing as how I live in Canada and I'm at work all day I don't have the time to wait 3 hours & B I'm not willing to pay a three hour long distance fees because Disney refuses to give international numbers

If you book a new package with the public offer then they could just transfer your money from one to the other instead of refunding it.

However, the discount won't be available on the website at midnight. Their computers don't roll over until 6am EST and I'm not positive that discounts are uploaded until a little bit later during normal business hours. If you don't want to call then I guess booking online is really your only option at this point, but depending upon when they get it loaded on the website you may have less options room wise. Disney doesn't have free long distance for US residents either so you're in the same boat as everyone who doesn't have that available.
