Free Dining 2007??

I am wondering if anyone has any info on if disney has released anything hinting towards the Free Dining Plan for 2007. I have been finding sites that mentioned the free dining for UK citizens but the slot to sign up has already passed. I have a trip in the works for September 07 and if anyone could provide me with any info they might have I would appreciate it.
