DVC member can't get the free meals is this true?

I assume you mean the free dining offer. The answer is YES and NO.

The promotion is open to anyone, so long as you are willing to pay rack rate at one of the Disney resorts and you get a package thru them with at least a 1 day park admission ticket. So, you could book a package at Pop and get the free dining.

However, you can't get the free dining plan offer if you are staying on points.
