Free additional driver (spouse)?

We are part of National EA, and I know that spouses can drive with no fee. However, I have been looking at prices for our upcoming trip, and National's prices are really up there compared to other companies!! So I am looking at renting from another agency. Could someone tell me what companies allow spouses to drive with no fee?

I know Avis does, but they are normally higher than Nat. You could give them a try, they run specials sometimes too.

If you register for the Hertz #1 Club (free), you usually get 1 day free and the extra driver is free! Sometimes I can find really good deals with Hertz and they are friendly.
