Frames and Borders

I use photoshop CS2 and am brand new to the software and designing. I have seen borders that are cut out to match a ying yang design and swirls.

Could anyone please direct me how to make such borders? I was wondering if there is a site with just jpg borders to download? Can the layer with the border on it be saved and then uploaded to share?
