Not sure since it was after we got back -- there's a thread about it on here somewhere. The change was made at the same time they began allowing you to change all of your windows at the same time. But while we were there the Concierge desk had half hour windows and that was great for rides that were closer together like BTMRR and HM.
I was there last week and had absolutely no trouble with the FP return lines. I wouldn't worry about it. Only one time did I see it long-when SM closed unexpectedly-when it opened back up the return for FP line was really long. Only about 10 minutes later it was short again.

Making sure I understand - your return time was say 1 - 1:30 or on the half hour like 1:30-2:30?
When I went in Dec, I originally made all my FP+ ressies at the 60 day mark. They offered times such as 1:10-2:10, 1:45-2:45, etc...they didn't have to be on the hour such as 1-2. I of course did not like any of their options so had to change them all around. The times I was given when making changes were all on the hour. I didn't have the option of choosing 1:10-2:10. I found this rather odd. However, once I got to the parks, those times not on the hour were available. Back to the OP, I think it will depend on how many folks move their times around when the wait times are the longest.
Curious - has anyone been able to overlap times with other FP+ ressies and ADRs? I'm concerned about the hour before and 2 hour after block on the ADRs. I know originally for me, I could not do either of these. It would be great to have lets say Space for 4-5 and then Buzz for 4:30-5:30. It could be operator error, but I tried on both my laptop and app and it wouldn't let me do this. I was however able to change my Buzz time for earlier once I used my SM FP+. I did it after tapping in the 2nd check point while waiting to get on space mountain. This worked well for me b/c then I could immediately ride Buzz after I got off of Space and was able to move to a different part of the park.
I think you have to decide what is important to you. We have already decided to use one for the fireworks next year. We usually do MK most nights we're there so MK got the bulk of our FP's. Since Splash was closed and we don't ride SM, we used most for the same things every night.
But pre-arranged fireworks seating started looking like a good idea when we were trying to find a spot on Tuesday.
SOoooo... if you really want a good spot for MSEP and don't want to wait for an hour to keep it, I'd say go for it. We used one of ours for F! and we loved saving the time.
