FP+ question - early entry MNSSHP

Hello! We are going to our first MNSSHP on Oct 31st. Our plan is to go to Epcot in the morning, have a delicious lunch at Le Cellier, go back to our cabins at FW and head to MK at 4 pm. The party doesn't start until 7, but I have heard you can get in early at 4. My question is, can I use FP+ at the Magic Kingdom between the hours of 4-7. This is assuming we don't use any fastpasses at Epcot. We will not be using a park ticket to get into the MK, so will we be allowed fasspasses there? I know I will be allowed to schedule them, but I don't know if they will work. I know you can't use FP+ during the party, but we would love to do fastpasses between 4-7. We are especially hoping for an Anna & Elsa fastpass during that time since my 2 neices will be dressed up as A & E for Halloween. Thanks everyone!

2. We don't know, yet. (I'd put the chances that you CAN at better than 50%.)

I was thinking that maybe since FP+ was up and running last year during this time, someone may have tried this approach. I think you're right, if the chances are pretty good we will try our luck. There's nothing in Epcot I really HAVE to have a fastpass for. We will go straight to Soarin'. Also, as a side note. Living with the Land has been moved to a Tier 1 FP+. What? I love that ride, but Tier 1?
