FP+ for parade

Wondering if you still have to choose a "time period" for this FP pick? If so, is the hour before (say 2-3) or after (3-4) for the 3:00 parade? I'm just thinking out this FP possibility in conjunction with the others I might choose.

Also, any thoughts on whether this will be a tier 1 pick at MK? I know that is just conjecture at this point...
