I've used FP+ for two meet and greets and yes they go much faster than the regular line. We saw Ariel in her grotto in October. The stand-by line was 40 minutes, we were in and out in 5 minutes. Same situation with Mickey last month. Wait time was 30 minutes and we walked staight into the room with Mickey. The only wait we had was for the two or three groups in front of us. I didn't mind that wait at all since it was the first time I got to see talking Mickey. I really enjoyed watching his interaction with the groups in front of us.
There's a chance it might not actually be 'fast', though, depending on the length of standby. I only witnessed this with the Rapunzel line: when the standby line was 90 minutes, I waited 45 minutes with FP.
And on Valentine's Day when Rapunzel and Flynn were there together, the standby line was nearly 3 hours with the FP line 90 minutes. So glad I went at RD that day!
A lot of times FP+ for character meets will not be available. For example, Meet Mickey and Minnie at adventurers outpost is really hard to get a FP for. Most of the time it appears for parties of 1 or 2. This happens at all times of day.
