FP+ would be terrible for DL...coming from a local AP holder.
As a local, I like to go to DL on a whim sometimes with very little, if any, planning (sometimes only a day or two)....would be pointless for me to go if I couldn't ride anything because I didn't plan for that trip 2 months prior and pick my FP's. Lame. The locals issue at DL compared to WDW is what would make the system not work.
I can see them moving to an electronic system, but I'm not sure about the pre-booked FP's.
Rumor (unsubstantiated) has it that the launch of the Disney Mobile app is the first foray into testing for an MDE/FP+ at DLR. More in the line of data gathering/statistics on usage as that first step.
I think there will be electronic kiosks, but the system will be the same as it is now.
I also think that when FP+ does come to Disneyland it will just be a digital based FP system. A mix of WDW FP+ system and the current system in place at DL. People can make their FP reservations on their phones or at an electronic kiosk to prevent them from having to run around the whole park. Perhaps they can even make 2 or 3 at a time like at WDW. Hopefully it will include FP for show reservations at specific times and locations. But I doubt that it will be a plan months in advance thing. That just won't work with the number of local pass holders who visit the parks. Besides, at WDW the planning far in advance is only available to those staying onsite, and as others have said Disneyland doesn't have the number of rooms that WDW does. I suppose that could be a perk for those staying on site who book a package through Disney. But there is also the issue that Disneyland's calendar only goes about 6 weeks out whereas WDW is 3 months out (or is it 6?).
