FOTL Passes to purchase

Does anyone know if FOTL passes are available to purchase at the gate if we decide not to stay in a Universal Hotel?

I know you can't purchase Express Pass Plus at the front gate of USF. You have to go inside to Guest Services and get them there. But if you don't want to pay the extra $20 for Plus, you can just use your admission ticket at the Express Pass Distribution Centers that are located near each attraction entrance.

There are signs as you enter that will tell you what shops you can buy them at.
