Can a man get by wearing simply a shirt and tie for these nights? or is a jacket a must?

I certainly think you can get by with a shirt and a tie.

My DH wore a tux on Formal Night (Simply because he does not own a suit, he owns a tux since he is a DJ) On Semi-Formal Night he work a shirt and tie only. (Well with some pants ;)
 
Most people do at least wear a jacket on these nights. You will see some without but the majority wears a jacket or suit and some even wear tuxs!!! It really is a classy evening and we enjoy dressing up and seeing everyone else dress up. It's a cruise line tradition!!

MY DH wears the suit then once in the dining room he removes his jacket.
 

My dh does the same as Ginger's - he removes his jacket prior to being served. Nobody has ever objected to this. This leads me to believe very few in the dining room would be offended by the lack of a jacket upon arrival.
