YEP!! You're so right! People go off the deep end about the smallest things.
To answer the original question, yes, I would. I used to live in a townhome, but was luckily blessed by awesome neighbors who cared as much about the area as I did. The rules are there for everyone's benefit and one bad apple can ruin it for everyone, so yes, I would complain, especially about things that impacted my quality of life or home....especially since townhome dwellers live SO close together.
Parking on a line? Only if it blocked my space....we were given 2 spaces and there were so few visitor spots if my spot was blocked I would have nowhere to put my car without being ticketed by the city.
Dog unleashed? I'd say something to the owner first, and only report it if they refused to comply, although that's a city ordinance usually, not a neighborhood one. While most animals are very nice, if they are provoked by sudden movements or a fearful child or anything else, can injure others and shouldn't be out unleashed. (In my current neighborhood, the across the street kids used to bring out their rottweiler, no leash, and let him lounge in the yard while they played b-ball. I asked "doesn't your dog need to be on a leash?" When they said "no, he's ok," I said "I think your dog needs to be on a leash or taken inside." They went in and got the leash and were never outside without it again. Their parents aren't the most watchful, but the kids knew I was serious....polite, but serious. Had they persisted in bringing him out without a leash, I would call animal control.)
Cats? Probably not, unless they were destroying property, getting in the trash, etc. I would put stuff in my yard/flowerbeds to keep them from using it as a litterbox....
Garbage on the stoop? In a skinny minute! That's unsightly and gross....who wants to have trash all up and down the front of their row of houses? Put it in a can, and keep the can where it's supposed to be (here...in the back of the house, out of sight, unless it happens to be trash day). We once lived in an apt without enforceable rules and the "lady" above us left hers on the landing....well it blew all over everywhere so we got such lovely things as tampon wrappers, dirty paper towels, and everything else a person throws away blown onto our front steps. Lovely, wouldn't you say?
I say if someone can't live by the rules in a neighborhood (and everyone knows them when they move in...if they don't it's because they didn't read them!), they need to find a new place to live and stop being your friend's source of complaints!!
Sorry....just lived next to "those" people a few too many times! (Don't even get me started on the b**** that lived under us in an apartment....free form jazz so loud at 3am that all the dishes in my cabinets were rattling!!!) So I move into neighborhoods with rules so I don't have to put up with them.... Stepping off my soapbox now.....
