for someone renting points can I get the dining plan??

yes you can, but the person you are renting from must add it to the reservation. You will pay for it on checkin
 
make sure that whom ever you rent off of, adds it to your reservations atleast 1 week in advance and you pay for it when you arrive.
 
Dining plan can be added by the member who rented to you at least 48 hours before check-in date and needs to be purchased for every person listed on your reservation and for entire length of reservation (counted by number of nights in your stay) and the dining credits expire at midnight of the day you check out so if you have credits that you do not use on particular day(s) they are still good up until this time. And you do not need to purchase park tickets in order to have dining plan when staying on a DVC points reservation.

And just in case you didn't know, the member can arrange for Magical Express transportation to & from Orlando airport as well for all guests listed on your reservation; once you know your flight information it can be set up for you.

By the way, DVC has said that they will be requiring payment for the dining plan at the time it is added to the reservation in the near future and will be paid then.

Great advice!! I'm wondering, if they require payment at the time it is added, the owner would have to pay for the dining plan for the renter? That adds another trust issue into the renting process, don't you think?

I think an owner would be nutty to pay for the dining plan for a renter and hope to be reimbursed. There wouldn't be any adding the dining plan 48 hours before check in. They'd need to add it at least 31 days ahead of time and pay for it then or the member could get stiffed. Then the member could at least cancel the reservation and their points not go into holding.

The member should probably get a credit card number for the renter and give that to DVC.
