For multigenerational group: London/Paris or Germany?

I am taking my mother (71), active but with mild osteoarthritis in knees (totally mobile, no cane, and no activity restrictions), and my 8 year old daughter. My mom is in great shape, but probably could not walk miles and miles. Is this do-able for her?

This is our fist ABD ever!
 
We were on the Germany trip a few years ago and it didn't have any strenuous walks. The only time we felt a little tired was when we stayed at the castle and walked down the street to do archery with the group. Going down hill wasn't a problem but walking back to the castle which is situated on a hill could be tough for her. If you let the guides know in advance I think they could make accomadations for her.
